The AHLC was set up during the International Donors Conference held on October 1st, 1993 in Washington D.C. following the signing of the Oslo Agreement on September 13th, 1993 between Israel and the Palestine Liberation Organization with a view to providing assistance as well as economical support to the Palestinians. The members of the AHLC are Norway (chair), Canada, the European Commission, Japan, Russia, Saudi Arabia, United States and the World Bank; the associate members are the Palestinian National Authority, Israel, Egypt, Jordan, Tunisia and the United Nations.

At the London meeting, coordination and implementation of the pledges declared during the Paris International Donors Conference of December 17th, 2007, as well as bilateral assistance provided by the members of the international community to Palestine will be discussed.

Turkey is invited to the AHLC meeting for the first time on account of her active policy in the Middle East, rising importance and role in the region, excellent relations with all the countries of the region including Israel and Palestine, as well as her considerable humanitarian and technical assistance to the Palestinians.
