The Foreign Ministers of the Republic of Türkiye and the Arab Republic of Egypt met in Ankara on the 12th of November 2025 on the occasion of the Joint Planning Group (JPG) meeting between Türkiye and Egypt.
JPG mechanism that is co-chaired by the Foreign Ministers was envisaged in the Joint Declaration signed by the Presidents of Türkiye and Egypt in Cairo on 14 February 2024, with the aim of laying the groundwork for the next High-Level Strategic Cooperation Council (HLSCC) meeting, to be co-chaired by the Presidents of Türkiye and Egypt. During the JPG meeting, both sides focused on and worked for furthering the depth and scope of the bilateral relations and reviewed the status of the agreements under negotiation between the two countries’ relevant authorities.
During their téte-a-téte and the delegation meetings, the two Ministers;
-reaffirmed their commitment and dedication to enhance and further develop the positive momentum of the bilateral relations between Türkiye and Egypt within the scope of the vision set by the two Presidents,
-followed-up the outcomes of the HLSCC between the Republic of Türkiye and the Arab Republic of Egypt, in September 2024, in Ankara,
-reiterated their dedication to continue to coordinate the efforts between relevant authorities in both countries for strengthening economic and trade relations and industrial cooperation,
-discussed the ways to provide a more conducive investment environment in both countries, through creating more incentives and working on solutions to overcome any formal issues to expedite the procedures,
-agreed to take the necessary steps to further develop, both bilaterally and regionally, economic and security relations with an integrated approach,
-marked the year 2025 as the centennial of the establishment of diplomatic relations between Türkiye and Egypt and reaffirmed the reciprocal brotherly affection between the two nations,
In order to progress on above-mentioned cooperation areas and to accomplish the task referred by the two Presidents for the next HLSCC meeting to prove successful and fruitful, the Foreign Ministers of both countries reaffirmed their commitment to take all necessary measures and put the required efforts to coordinate efficiently and effectively.
The two Ministers also discussed regional issues of mutual interest. In this regard they;
1. Commended President Donald J Trump’s leadership and his sincere efforts to end the war in Gaza, and emphasized the importance of the partnership with the United States in securing peace in the region. The Ministers welcomed and reiterated their commitment to the achievements of the Sharm El-Sheikh Peace Summit of 13 October 2025, following the Comprehensive Plan to End the Gaza Conflict of 29 September 2025.
2. Underscored their strong support to the Palestinian people and called upon active participation and contribution of the international community to the International Conference on the Early Recovery and Reconstruction of the Gaza Strip, expected to be hosted by Egypt in 2025, commending Egypt for convening this pivotal conference.
3. Reiterated their strong support to alleviate the suffering in Gaza and decided to continue their cooperation in delivering humanitarian aid to those in need in the Gaza Strip.
4. Reaffirmed the unity of the Palestinian territory in the West Bank and Gaza, and emphasized the role of the Palestinian Authority. They also commended the reforms being undertaken by the Palestinian Authority, which would facilitate its return to carrying out its responsibilities in the Gaza Strip as soon as conditions allow.
5. Stressed on the necessity of achieving the two-state solution with two democratic and sovereign States living side by side in peace and security within their secure and recognized borders on the basis of 1967 lines and east Jerusalem as the capital of the Palestinian State.
6. Emphasized the importance of combatting terrorism in all its forms and manifestations regardless of wherever and by whomever it is perpetrated, by means of developing consistent, coordinated and principled cooperation and supporting meaningful international efforts to that end.
7. Reaffirmed mutual support to brotherly Syrian people in their quest to ensure the successful conclusion of an inclusive political process leading to a peaceful, secure and prosperous future for Syria, and stressed the importance of provision of stability and security in the country on the basis of preservation of Syria’s sovereignty, territorial integrity and unity, while combatting terrorism in all its forms and manifestations, ensuring that Syrian territory does not become a source of threat to the security and stability of its neighboring countries and the region.
8. Called on the international community to scale up their humanitarian, early recovery and reconstruction assistance to improve the living conditions of the Syrian people on the ground,
9. Underscored the importance of preserving stability in the Horn of Africa,
10. Reiterated their firm support for the unity, sovereignty, territorial integrity of the Federal Republic of Somalia and support to the Federal Government in its fight against terrorism, encouraged all relevant international partners to secure sustainable and predictable financing of the AUSSOM,
11. Expressed their regret and concerns regarding the ongoing conflict in Sudan, which has led to devastating humanitarian consequences throughout the country, reiterated their commitment to the sovereignty, territorial integrity and the public order of Sudan. The Turkish side welcomed the efforts exerted by the Quad to achieve peace and stability in Sudan.
12. Confirmed their commitment and will to work jointly to preserve Libyan stability, security and sovereignty, territorial integrity and political unity, as well as supporting international efforts in this regard, particularly the UN Road Map,
13. Reaffirmed their shared vision of the Eastern Mediterranean as a region of prosperity and stability.
14. Acknowledged the growing importance of bilateral and regional connectivity and reaffirmed their willingness to build on existing cooperation and foster new projects in energy and transportation.
