Turkey - Iran Relations

As two neighboring countries, Turkey and Iran share 560 km’s long border, unchanged for almost 400 years. In addition to the Turkish embassy in Tehran, Turkey maintains consulates general in Tabriz, Orumiyeh and Mashhad. Iran is represented in Turkey by its embassy in Ankara, and its consulates general in İstanbul, Trabzon and Erzurum.

Turkish-Iranian bilateral relations are evolving on the basis of the principles of non-interference in domestic affairs, mutual respect and good neighborliness. Efforts are made to further enhance the political dialogue both on bilateral and regional issues, through reciprocal visits and mechanisms such as High Level Cooperation Council and joint commissions in different sectors.

The Turkish-Iranian High Level Cooperation Council (HLCC) which was established in 2014, has provided a structured basis to the Turkish-Iranian relations. Below is the chronological list of the HLCC meetings:

-1st meeting of the HLCC: Ankara, 9 June 2014 (during the visit of H.E. Hassan Rouhani, President of the Islamic Republic of Iran to Turkey)

-2nd meeting of the HLCC: Tehran, 7 April 2015 (during the visit of H.E. Recep Tayyip Erdoğan, President of the Republic of Turkey to Iran)

-3rd meeting of the HLCC: Ankara, 16 April 2016 (during the visit of H.E. Hassan Rouhani, President of the Islamic Republic of Iran to Turkey)

-4th meeting of the HLCC: Tehran, 4 October 2017 (during the visit of H.E. Recep Tayyip Erdoğan, President of the Republic of Turkey to Iran)

-5th meeting of the HLCC Ankara, 20 December 2018 (during the visit of H.E. Hassan Rouhani, President of the Islamic Republic of Iran to Turkey)

At the level of Foreign Ministers, H.E Mevlüt Çavuşoğlu, Foreign Minister of the Republic of Turkey paid a visit to Iran on 7 February 2018. H.E. Javad Zarif, Foreign Minister of the Islamic Republic of Iran visited Turkey on 3 November 2018 (on the occasion of the 18th Meeting of the Council of Foreign Ministers of the Organization of Developing Countries (D-8)) and 30 October 2018 (on the occasion of the Sixth Turkey-Azerbaijan-Iran Trilateral Foreign Ministerial Meeting).

Speakers of the Parliaments met several times in 2018 on the occasions of inter-parliamentary meetings. H.E. Binali Yıldırım, former Speaker of the Grand National Assembly of Turkey, paid visit to Tehran on 16-17 January 2018 and 7-8 Aralık 2018, to participate in the 13th PUIC Conference and the “Second Meeting of the Speakers of Parliaments on Combating Terrorism and Extremism”, respectively. H. E. Ali Larijani, Speaker of the Islamic Parliament of Iran, visited Antalya and Istanbul on 8-11 October 2018 and 28-30 November, on the occasions of the third meeting of Speakers of Eurasian Countries' Parliaments and the 11th plenary session of the Asian Parliamentary Assembly (APA), respectively.
