As two neighbouring countries, Türkiye and Iran share 560 km’s long border,
unchanged for almost 400 years. In addition to the Turkish Embassy in
Tehran, Türkiye has consulates general in Tabriz, Orumiyeh and Mashhad.
Iran is represented in Türkiye by its embassy in Ankara, and its consulates
general in İstanbul, Trabzon and Erzurum.
Turkish-Iranian bilateral relations are evolving on the basis of the
principles of non-interference in domestic affairs, mutual respect and good
neighbourliness. Efforts are made to further enhance the political dialogue
both on bilateral and regional issues, through reciprocal visits and
mechanisms such as High Level Cooperation Council and joint commissions in
different sectors.
The Turkish-Iranian High Level Cooperation Council (HLCC) which was
established in 2014, has provided the structural basis for the
Turkish-Iranian relations. Below is the chronological list of the HLCC
meetings:
- 1st meeting of the HLCC: Ankara, 9 June 2014 (during the visit of H.E.
Hassan Rouhani, former President of the Islamic Republic of Iran to
Türkiye)
- 2nd meeting of the HLCC: Tehran, 7 April 2015 (during the visit of H.E.
Recep Tayyip Erdoğan, President of the Republic of Türkiye to Iran)
- 3rd meeting of the HLCC: Ankara, 16 April 2016 (during the visit of H.E.
Hassan Rouhani, former President of the Islamic Republic of Iran to
Türkiye)
- 4th meeting of the HLCC: Tehran, 4 October 2017 (during the visit of H.E.
Recep Tayyip Erdoğan, President of the Republic of Türkiye to Iran)
- 5th meeting of the HLCC Ankara, 20 December 2018 (during the visit of
H.E. Hassan Rouhani, former President of the Islamic Republic of Iran to
Türkiye)
- 6thmeeting of the HLCC : 8 September 2020 (held via video conference due
to pandemic).
- 7th meeting of the HLCC : Tehran, 19 July 2022 (during the visit of H.E.
Recep Tayyip Erdoğan, President of the Republic of Türkiye to Iran)
- 8th meeting of the HLCC : Ankara, 24 January 2024 (during the visit of
H.E. İbrahim Raisi, President of the Republic of Iran to Türkiye)
On the occasion of the last HLCC on 24 January 2024,10 agreements were
signed between Türkiye and Iran during the visit of H.E.İbrahim Raisi,
former President of the Republic of Iran to Türkiye.
Within the framework of HLCC, 50 agreements were signed so far.
At the level of Foreign Ministers, H.E. Hüseyin Emir Abdullahiyan, former
Foreign Minister of the Islamic Republic of Iran has paid a visit to
Türkiye on 1 November 2023 to address the bilateral and regional issues.
H.E. Hakan Fidan, Foreign Minister of the Republic of Türkiye has also paid
a visit to Iran on 3 September 2023.
H.E. Cevdet Yılmaz, Vice President of the Republic of Türkiye and H.E.
Hakan Fidan, Foreign Minister of the Republic of Türkiye, paid a visit to
Tehran in May 2024 to attend commemoration of H.E. Raisi, former President
of Islamic Republic of Iran, and H.E. Abdullahiyan, former Foreign Minister
of Islamic Republic of Iran.
H.E. Hakan Fidan visited Tehran to attend the inauguration ceremony of
Masoud Pezeshkian, President of the Islamic Republic of Iran on 30 July
2024.
Iranian Foreign Minister Abbas Araghchi attended the Third Meeting of the 3+3 South Caucasus Regional Cooperation Platform in Istanbul on 18 October 2024 and was received by H.E President of the Republic of Türkiye on this occasion. Foreign Minister Araghchi paid a visit to Türkiye on December 2, 2024 to discuss the developments in Syria. Lastly, Foreign Minister Araghchi was received by the H.E President of the Republic of Türkiye in Istanbul on the occasion of the 51st Meeting of the Council of Foreign Ministers of the Organization of Islamic Cooperation on 21 June 2025.
