Representatives of Türkiye, Qatar, the United Arab Emirates (UAE), the
United Kingdom (UK) and the United States of America (USA) met in Ankara on
11 October in interagency format, on the occasion of the Fourth Meeting of
the Somalia Quint under the theme of “Security and Stabilization in
Somalia”. Federal Government of Somalia representatives also participated
in the meeting.
The participants agreed that as the Somalia Quint Group format is
approaching its first anniversary, it proved to be a mutually beneficial
platform both for these international partners of Somalia and the Federal
Government of Somalia.
The partners reaffirmed their full support for the Federal Government of
Somalia in its quest for achieving security and stability throughout the
country. The partners also commended the remarkable determination displayed
by the Somali National Army under the leadership of H.E. President Hasan
Sheikh Mahmood in the fight against Al-Shabaab.
The partners discussed in detail the transition progress and timeline of
the African Union Transition Mission in Somalia (ATMIS), reviewed the
progress on Somalia Security Sector Reform and subsequent steps to develop
ways to better support Somalia.
They emphasized their continued support to Somalia’s efforts to reduce the
threat posed by Al Shabab and meet the technical benchmarks on weapons and
ammunition management with the objective of the UN Security Council fully
lifting the arms controls (in line with the UNSC Resolution 2662).
The partners also affirmed that the Ankara Quint meeting is a timely and
relevant occasion to coordinate efforts, identify common interests and
re-calibrate strategies prior to the upcoming Conference on "Somalia's
Future Security Sector Development” to be held in December 2023 in the USA.
They look forward to discussing with the Federal Government of Somalia a
comprehensive plan for 2024 and beyond.
The partners reaffirmed their support for Somalia’s state building efforts,
including National Consultative Council (NCC) process. They agreed on the
importance of stabilization to foster sustainable security and prosperity
for the people of Somalia.
The partners agreed to continue to work in the stated areas and reconvene
in Abu Dhabi, UAE, within three months for ongoing consultations and to
take stock of progress in the interim between relevant actors.
