The process of Summits of Turkic Speaking States was founded as a forum
after the dissolution of the Soviet Union in 1991, with the participation
of countries having linguistic association with Türkiye, namely Azerbaijan
in the Southern Caucasus and Kazakhstan, Uzbekistan, Turkmenistan and
Kyrgyzstan in Central Asia. Within the context of the process started with
Türkiye's initiatives in 1992, ten "Heads of State Summit of Turkic
Speaking Countries" were held.
During the 9th Summit held in Nakhchivan; Türkiye, Azerbaijan, Kazakhstan,
and Kyrgyzstan signed "the Nakhchivan Agreement on the Establishment of the
Cooperation Council of Turkic Speaking States" on October 3, 2009 intending
to institutionalize the current process. The structure of the Council
called "The Cooperation Council of Turkic Speaking States" or "Turkic
Council" in short, consists of the Council of Heads of States, the Council
of Foreign Ministers, the Senior Officials Committee, the Council of Elders
and the Secretariat with headquarters in istanbul.
In the 10 th Summit of Turkic Speaking States in Istanbul,
convened on 15-16 September 2010, the "Cooperation Council of Turkic
Speaking States" was established. At the Istanbul Summit, Ambassador Halil
Akıncı was assigned as the Secretary General of the Council. After the
founding meeting in istanbul, the first Summit Meeting of the Turkic
Council was held in Almaty on 20-21 October 2011 with the theme "Economic
and Commercial Cooperation"
The 2 nd Summit of the Cooperation Council of Turkic Speaking
States was held on August 22-23, 2012, in Bishkek with the theme
"Educational, Scientific and Cultural Cooperation"
The 3rd Summit of the Council was held on 15-16 August 2013 in the Qabala
District of Azerbaijan with the theme "Transportation"
The 4th Summit meeting was held in Türkiye on 4-5 June 2014 in Bodrum with
the theme "Tourism"
The 5th Summit meeting was held on 11 September 2015 with the contact of
Media and Information Technologies in Astana.
The 6th Summit of the Council was held in Kyrgyzstan in 2018 under the
theme of "Youth and Sport" Hungary joined the Turkic Council as an observer
during the Summit.
The inauguration ceremony of "the European Representation Office of the
Turkic Council" was held on 19 September 2019 in Budapest.
Uzbekistan joined the Turkic Council as a full member during the 7th
Summit, which was held under the theme of "Supporting the SMEs" on 15
October 2019 in Baku.
The Extraordinary Video Conference Summit of the Turkic Council was held on
10 April 2020 to strengthen the solidarity in the fight against COVID-19
and increase the coordination, with the participation of the heads of
states/governments of the Turkic Council observer/member states and
Turkmenistan.
The 8th Summit of the Turkic Council was held with the theme of "Green
Technologies and Smart Cities in the Digital Age" on 12 November 2021 in
Istanbul, Türkiye, which took the chairmanship.
At the Summit, during which the 30th year of the independence of the Turkic
States was celebrated, the name of the organization was changed to the
"Organization of Turkic States (OTS)" and Turkmenistan received observer
status at the Organization.
"The Turkic World Vision-2040", which lays out the Organization's medium
and long-term goals and tasks, has been accepted at this Summit.
The 9th Summit of the OTS was held in Samarkand, Uzbekistan, on 1 1
November 2022, with the theme "New Era for Turkic Civilization: Towards
Common Development and Prosperity". In this historic Summit, the Turkish
Republic of Northern Cyprus joined as an observer to the OTS.
The Extraordinary Summit of the OTS was held on 16 March 2023 with the
theme of "Disaster Emergency Management and Humanitarian Aid" to show
solidarity with Türkiye after earthquakes hit Kahramanmaraş.
During the Ankara Summit, "the Agreement establishing the Turkic Investment
Fund" has been signed and the decision to establish the "Civil Protection
Mechanism of the OTS" was taken by the Council of the Heads of States.
In the 10th Summit of the OTS, held on 3 November 2023 in Astana, the
capital of Kazakhstan, under the motto "TURKTIME". Decisions taken included
the signing of the Summit Declaration and Astana Act, proclaiming February
6 as the "Day of Remembrance and Solidarity with the Disaster Victims of
the Turkic World," and granting Observer Status to the ECO.

The Organization of Turkic States also functions as an umbrella
organization for Turkic cooperation mechanisms such as the International
Organization of Turkic Culture (TURKSOY), the Parliamentary Assembly of the
