Statement Made By The Ministry Of Foreign Affairs on the Conclusion of the EU Vienna Summit .12 December 1998

The paragraph relating to Turkey in the section on enlargement of the Presidency Conclusions of the EU Vienna Summit of 11-12 December 1998 has been examined by the Ministry which feels it necessary to make the following observations:

1) Despite the confirmation during the Vienna Summit of the "Strategy" for the accession of Turkey to the EU as a full member, no additional progress has been made on Turkey's candidate status over the conclusions of the Cardiff Summit of 15 June 1998 and the EU Commission's report of 4 November 1998.

Therefore, the Vienna Summit has not sufficiently endorsed the approach of the EU Commission which treats Turkey on an equal basis with the other candidate countries.

2) Under these circumstances, Turkey will continue to conduct its relations with the EU in the framework of the decision of the Turkish Government on 14 December 1997 and the Ministry's Statement of 4 November 1998.

3) The EU's failure to put Turkey's application on a legally-binding basis hinders the development of Turkey-EU relations to the desired extent. Prompt resolution of the issue would be beneficial for both parties.
