Joint Statement of the Foreign Ministers of MIKTA concerning the downing of Malaysia Airlines Flight MH17, 26 July 2014

1. We, Foreign Ministers of Australia, Indonesia, Mexico, Turkey, and the Republic of Korea (MIKTA), strongly condemn the downing of Malaysia Airlines Flight MH17 in Donetsk Oblast, Ukraine, on July 17, which took the lives of 298 innocent civilians, including many children.

2. We express our deepest condolences to the families of the victims and to the governments and peoples of 12 States whose nationals lost their lives in this heinous act. We also extend our profound sympathies to the World Health Organization (WHO), UNAIDS and to the International AIDS Society (IAS) for the unfortunate death of their experts and researches.

3. We believe this act is a serious violation of international law and we fully support the United Nations Security Council Resolution 2166 (2014) adopted on July 21, 2014 which calls for a full, thorough and independent international investigation into the incident in accordance with international civil aviation guidelines and demands all military activities in the area cease to allow immediate, safe, secure and unrestricted access to investigating authorities. We strongly support the resolution’s call on the armed groups in control of the crash site and the surrounding area to refrain from any actions that may compromise the integrity of the crash site. We underscore the importance of establishing the facts and bringing those responsible for this incident to be held accountable and that all States cooperate fully. The international investigation into the incident should be carried out promptly with the full support of international organizations such as the United Nations and particularly, the International Civil Aviation Organization (ICAO).

4. The downing of MH17 has posed a serious threat to the safety of international civil aviation. In order to prevent recurrence of such tragedies, we recognize the need to strengthen international cooperation for securing safe navigation of civilian aircraft. We call on all relevant international parties, through words and deeds, to take stronger measures against such acts.

5. We reiterate that the on-going Ukraine crisis should be resolved as soon as possible through peaceful means in accordance with international law and preserving the territorial integrity of Ukraine. In this regard, we strongly support the efforts of the UN and all relevant international parties to guarantee peace and security in the region.
