Statements concerning the contacts held between 2-4 May by Ambassador Holbrooke, Special Emissary for Cyprus of the US PrePresident Mr. Clinton, show that in view of the continuing intransigence of the Greek/Greek Cypriot side which has brought the Cyprus issue to a new phase with the EU Luxembourg Summit, there is no possibility for advancing the US initiative at this stage.

If no result has been obtained from Ambassador Holbrooke's contacts, this is due to the completely erroneous approach of the EU which has decided to start unilateral membership negotiations with the Greek Cypriot administration and has thus led to the destruction of the parameters that have evolved so far for the resolution of the Cyprus question.

The mentality of the Foreign Minister of Greece Mr. Pangalos, who has recently described the Turkish Cypriot people as a minority, and the Greek Cypriot leader Clerides's statements to the effect that " the intention to enter the EU is political, that upon accession to the EU the guarantee system of 1960 will become invalid and that in the event of a settlement the rights of the Turkish Cypriot side be of no effect, and thus Hellenizm will triumph in Cyprus" are sufficient to explain why the contacts of Ambassador Holbrooke have produced no result.

We appreciate the efforts of Ambassador Holbrooke and hold the view that the US administration is in an appropriate position to appraise the realities of Cyprus, free from the prejudices of other circles.

It would be useful if those third parties who seriously and earnestly desire the achievement of a realistic, reasonable and viable settlement in Cyprus, make a correct diagnosis as to why no result has been achieved at this stage despite the good will and intensive efforts of Ambassador Holbrooke and review their policies in the light of the realities in Cyprus.
