Distinguished Colleagues,

Let me first thank both Pakistan and Afghanistan for co-hosting this conference.

It has been four years since we initiated the Istanbul Process. But the necessities which gave birth to this genuine initiative are still valid.

Transborder challenges and common problems of our region such as radicalism, extremism, terrorism and illegal narcotics production and trafficking are sources of threat to all of us. They require concerted and joint action.

Istanbul Process as a regional cooperation model is a useful tool to address these challenges with a spirit of responsibility, solidarity and ownership.

The Process has also established interaction with non-member countries, along with the regional and international organizations, which attracted the interest of other stakeholders in the region.
Dear Friends,

We are content with the remarkable progress of the Process so far as it has become more and more matured over the years.

Certainly, Confidence Building Measures (CBMs) have played a significant role to this end.

In this respect, under the Counter Terrorism CBM, we organized “Defense Against Suicide Bombing” course in Ankara in April.

25 officials and experts from several Heart of Asia countries and international organizations participated in this event.

Despite the significant number of activities realized by now, we believe that there is still room to further improve implementation of the CBMs.

Distinguished Colleagues,

In the last 14 years, Afghanistan has gone through a remarkable transformation and made significant progress in every field.

In the security front, Afghan National Defense and Security Forces (ANDSF) have managed to maintain control in all Afghan territory in the first year after the end of the ISAF mission.

Also, the National Unity Government (NUG) has brought many reforms into life since its formation.

The successful implementation of the necessary reforms will bring further political and social cohesion into the country.

As one of its tasks, election reform will be a vital component of Afghanistan’s democracy.

However, we should remember that the challenges Afghanistan has been facing are beyond the capacity of one country alone.

Thus, during the “Transformation Decade” support of the international community is essential.

Dear Colleagues,

Turkey will continue to stand by Afghanistan as long as its help is needed.

As our President Erdoğan and Prime Minister Davutoğlu have reiterated this commitment on various occasions, we will continue our contributions for a peaceful and prosperous Afghanistan.

Through Trilateral Summit Process, Turkey will also continue to contribute to enhancing cooperation between Afghanistan and Pakistan.

In conclusion, I am convinced that with the active involvement and participation of the Heart of Asia and supporting countries, the Istanbul Process will continue to serve as a useful platform for creating a favorable environment with a view to reach a prosperous region.
