We, the Foreign Ministers of Mexico, Indonesia, the Republic of Korea,
Turkey and Australia (MIKTA), reiterate our strongest condemnation to
terrorism and violent extremism conducive to terrorism (VECT) in all its
forms and manifestations, committed by whomever and for whatever purpose.
Furthermore, we express our grave concern for the use of the internet for
these purposes, including the incitement to discrimination and violence
motivated by hate, racism, xenophobia and religious intolerance.
The recent Christchurch and El Paso attacks, among other egregious acts,
underscore the urgent need for increased international cooperation and
concerted action to prevent and counter terrorism and VECT. We are
committed to and call for the full implementation of relevant UN
resolutions, the UN Global Counter Terrorism Strategy, the 2017 Hamburg G20
Leaders’ Statement on Countering Terrorism, and the G20 Osaka Leaders’
Statement on Preventing Exploitation of the Internet for Terrorism and
VECT.
We remain committed to upholding the principles of an open, free and secure
cyberspace, in accordance with national and international law and with full
respect for human rights and fundamental freedoms, such as freedom of
expression and access to information. We are determined to ensure that the
cyberspace is not used for terrorist and VECT purposes. We take note of the
efforts undertaken through the Christchurch Call for Action. We also remain
committed to promoting human rights and ending all forms of discrimination,
xenophobia, racism and religious intolerance, including through
international cooperation. The need for restricted access to firearms,
means and technologies capable of high-scale harm is another area of shared
concern.
Given the urgency of this issue, we call upon the international community
to seize the opportunity presented by the upcoming 74th session
of the UN General Assembly to further multilateral cooperation to prevent
and counter terrorism and VECT.
