The Community of Latin American and Caribbean States (CELAC), launched in 2010, is a regional mechanism for political dialogue and cooperation. It is composed of 33 countries of Latin America and the Caribbean (LAC).

Türkiye regularly meets with the CELAC Quartet at Foreign Ministers level. The first Türkiye-CELAC Troika (later became Quartet with the participation of the term-president of CARICOM) meeting was held on the margins of the High Level Week of the 68th General Assembly Meeting of the UN in New York in 2013. The fourth Türkiye-CELAC Quartet Meeting was held in Istanbul on 21 April 2017.
